Pursuant to NC G.S. 143-129, sealed Bids for the construction of the Four Oaks Downtown Streetscape project will be received by Town of Four Oaks, at PO Box 610, Four Oaks, NC 27524 until 4:00 PM local time on Monday May 20, 2024, at which time the Bids received will be publicly opened and read.  Bids may be submitted by mail or courier and include a thumb drive with digital copies of all bid forms.  Bids received after this time will not be accepted.

All questions related to this bid shall be submitted in writing to Emily Safranek esafranek@withersravenel.com prior to Monday May 13, 2024 at 5:00PM local time to receive consideration. Questions received after that time will not be answered or accepted. A Final Addendum will be provided prior to the Bid Date. 
This project is a portion of the FY20 Community Development Block Grant (CDBG) Coronavirus Program Number 20-V-3502 that is financed with $900,000 of CDBG Funds. This project is a portion of the FY 2022 HUD Community Project, Program Number B-22-CP-NC0545 that is financed with $2,999,000 of grant funds.

Bidders must comply with the Executive Orders 11246 and 11375, Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours and Safety Standard Act, and Davis-Bacon Related Acts.  The work will be subject to the prevailing wage rates established by the U.S. Department of Labor.
