Financial advisor services that may be required will consist of the following:
• Create a rate model for review, modification and updates and financial modelling utilization for Solid Waste Services (SWS) program evaluations.
• Conduct a cost-of-service study associated with varying extent and level of service options.
• Evaluation of rates, fees, and charges.
• Benchmarking and metric development and evaluation.
• Review and development of future funding and financing options for the Solid Waste Services capital improvement plan.
• General financial and program management consultation services.
