Description

At the national and state level there is increasing recognition of the importance of safe family relationships to ensure children’s success and well-being. Recognizing the critical role family plays, child welfare systems must strive to identify, locate, and engage kin to support children at all stages of the casework process.
 
Finding and engaging relatives and other kin is a critical step to increasing the use of kinship placements for child welfare-involved families, and project stakeholders cited a need for additional training and resources in this area, specifically. Ideally, family search and engagement activities should begin early on in a child welfare case to avoid emergency non-relative foster placements and continue throughout the duration of a case to ensure backup kin providers are available if a particular placement ends. The identification of a kin caregiver and child and youth support network will aid placement stability and offer a form of relational permanence for the child or youth in care.
Study findings indicate that additional statewide and county-specific trainings and educational materials on kinship care are needed. The successful implementation of a kinship program requires an agency culture that embraces kinship care, focuses on family strengths, provides culturally sensitive services, and collaborates extensively with families.
