Description

The purpose of this IFB is to secure the services of a trained facilitator for a strategic planning session for the North Carolina Home Inspector Licensure Board (“Board”), a state agency licensing board of the Department of Insurance, Office of State Fire Marshal as defined by N.C. Gen. Stat. § 93B-1. The purpose of the Board is to protect the public from being harmed by unqualified persons by regulating the use of the title “Licensed Home Inspector” and by providing for the licensure and regulation of those who perform home inspections for compensation pursuant to N.C. Gen. Stat. § 143-151.44. The Board does not have a strategic plan. 
Strategic planning is an effective tool used by government and business to improve organizational performance. Strategic plans help managers develop a detailed course of action. The Board currently has a significant fund balance due to the strong housing market of the past several years. Tens of thousands of home inspections are performed on existing homes each year. The number of home inspections performed on new construction homes is significant. 
A two (2) day session is anticipated in association with a regular quarterly meeting of the Board October 9 and 10, 2024, with public notice and opportunity for public comment. 
The Board consists of eight (8) members appointed pursuant to N.C. Gen. Stat. § 143-151.46. The Engineering Division provides clerical and other staff services required by the Board pursuant to N.C. Gen. Stat. § 143-151.63. Staff is functionally organized to administer licenses, examinations, education programs and complaint investigation services.
