Project Manager Jonathan Perry, Engineering Services Manager phone: 919-580-4317 email: jperry@goldsboronc.gov The City of Goldsboro (the “City”) is seeking statements of qualifications (“SOQ”) from any interested party (the “Design/Engineering Consultant”) for design, engineering, and permitting services (“Services”) related to the Big Ditch Stream Restoration and Infrastructure Improvements Project (the “Project”). The watershed that drains into Big Ditch is 93% developed, and 35% of the area constitutes impervious land cover (Doll and Kurki-Fox, 2020). In its existing condition, Big Ditch is a heavily modified stream channel that has been straightened and armored, with many sections confined to rectangular or trapezoidal concrete channels. Aside from a small section between South John Street and Elm Street (adjoining Willow Dale Cemetery), where previous restoration activities have been completed over the past few decades, a functioning floodplain no longer exists. Local officials have reported severe flooding along the stream, evidenced by resultant property damages and road closures that are becoming more commonplace during even more frequent, less severe rainfall events. Summary of Services Building off recently completed efforts connected to the development and adoption of the Floodprint report, the City is seeking SOQ packages from qualified teams to provide the following services: ● Environmental Investigation + Survey ● Hydrologic and Hydraulic Modeling / Analysis ● Site Engineering / Design ● Permitting ● Cost Estimating The selected Design/Engineering Consultant will be responsible for, in general: (i) gathering all field and geospatial data necessary to complete requisite environmental survey activities; (ii) effectively incorporating preliminary hydraulic modeling, schematic design, and cost estimate data provided by the CDDL into initial technical reports, drawing sets, and project manual(s); (iii) providing City and CDDL staff with requested documentation needs throughout the project period (e.g., written project updates, interim technical reports, etc.); and (iv) leading and completing all requisite permitting activities to ready the project for construction.
