Description

The City of Raleigh (COR) is solicitating proposals from one or more firm(s) with which to contract for the following services: 
Unsheltered Homelessness Response Pilot Program Management: The consultant shall oversee and implement the City of Raleigh Housing and Neighborhoods Department’s Unsheltered Homelessness Response Pilot Program. The Pilot will combine direct-to-tenant rental assistance, homelessness services system support, and community-wide coordination with the goal of moving approximately 40 households living unsheltered and/or in camps into affordable, permanent housing. The rental assistance component of the Pilot will 
include approximately $1.9 million for direct (housing) costs to cover a two-year (24-month) period and approximately $1.1 million for staffing and contracting costs (e.g., hiring case managers and street outreach staff), as well as costs of data collection and impact evaluation. A detailed scope of services is provided in Section 4 of this document.
